A Tool for Evaluating MPA and MPA Network Design in Indonesia
Recently, with technical assistance from The Nature Conservancy and other partners through the USAID Sustainable Ecosystems Advanced (SEA) Project, the Ministry of Marine Affairs and Fisheries (MMAF-KKHL) developed Technical Guidelines of Ministerial Regulation No. 13/2014 on MPA Networks (MMAF-KKHL in prep.). These guidelines provide a national framework (goals and objectives, design criteria and performance indicators) for designing MPAs and MPA networks in Indonesia, which take biophysical, socioeconomic and cultural considerations in account.
Here we provide a simple tool to evaluate the design of new, proposed or existing MPAs or MPA Networks using performance indicators for the biophysical, socioeconomic and cultural design criteria in the Technical Guidelines of Ministerial Regulation No. 13/2014 on MPA Networks (MMAF-KKHL in prep.).
This evaluation tool was developed by The Nature Conservancy through the USAID Sustainable Ecosystems Advanced (SEA) Project. It has been tested, adapted and refined with input and advice from representatives of many national, provincial or local level governments, non-governmental organizations (NGOs) and university scientists who used the tool to evaluate the design of 14 MPAs at three workshops in three provinces (West Papua, Maluku and North Maluku: TNC/USAID SEA 2018, in prep. a, b).
Please note that there are also many governance factors that are important to consider when establishing MPAs and MPA networks (Lowry et al. 2009, White et al. 2014). These are not included in the MPA or MPA network design criteria (or this evaluation tool), because they are addressed elsewhere in the Technical Guidelines of Ministerial Regulation No. 13/2014 on MPA Networks (MMAF-KKHL in prep.) regarding the establishment and management of MPAs and MPA networks in Indonesia (in accordance with Ministry of Marine Affairs and Fisheries Regulation Number 13 Year 2014 and Number 30 Year 2010).
