Alan White
Chief of Party
Alan White joined TetraTech ARD Inc. in April 2016 to serve as the Chief of Party for the USAID Sustainable Ecosystem Advanced (SEA) Project. Alan has experience in all aspects of coastal management implementation, research, and administration from 30 years of fieldwork in Southeast Asia. He has undertaken studies on the management, conservation, ecology, and economics of coastal resource systems and marine protected areas (MPAs). He is the founding member of the Coastal Conservation and Education Foundation, Inc. in the Philippines where he did his Pew Fellowship to develop a MPA monitoring system. Alan has a Ph.D. from the University of Hawaii, Department of Geography, in marine resource management. The marine animal he loves to see when he is SCUBA diving on coral reefs in Indonesia is the graceful Manta Ray that glides through the water like a quiet bird with large wings and feeds on plankton and provides a great attraction for diving and snorkeling enthusiasts. -
Tiene Gunawan
Deputy Chief of Party
Tiene Gunawan joined the USAID SEA Project in May 2016 as the Deputy Chief of Party. She has 20 years of experience in conservation planning, capacity development for marine resource and fisheries, and GIS and spatial analysis. She has been working in many policy initiatives in marine resource management in Indonesia and in the Asia-Pacific Region, including the Coral Triangle area and the Bird’s Head Seascape. She focuses her work in partnership building, policy planning and research, institutional development, as well as in program development and project management. Her research interest is in system dynamic and system modeling for marine spatial plan, the focus of her master and doctorate thesis on coastal resource management at Texas A&M University, and the Institute Pertanian Bogor, respectively. Tiene loves whales, sharks, and rays,... as they are so agile, elegant, and delicate at the same time, and they depend on healthy ocean and sea, in which she dedicates her work to protect them. -
Rudyanto
Marine Biodiversity Conservation Advisor
Rudyanto has 24 years of experience in conservation works ranging from forestry, essential ecosystem-wetland and marine resources with a focus on biodiversity monitoring and evaluation. Rudyanto has a master degree from University of Sussex in Environment, Development and Policy. As Marine Biodiversity Conservation Advisor, Rudy is looking after the 15 MPA sites and coordinate with 4 implementing partners. Rudy also assists the USAID SEA Project at national level. Rudy names Whaleshark when asked about sea animals. For him, being the largest fish in this planet Whaleshark is the gentle giant and feed on the smallest organism in the sea. -
Noorafebrianie Minarputri
Marine Conservation Program Specialist
Noorafebrianie Minarputri joined USAID SEA Project in February 2019. She works with Marine Affairs and Fisheries Offices in national, provincial and district level, in developing and managing 15 marine conservation areas in Maluku Utara, Maluku and Papua Barat. She supports them in conserving marine resources in a more sustainable way. Other than marine-related activities, she also enjoy shopping in local markets (where she brings her own bags and containers, of course!). This is her way in reducing marine litter that might ends up killing sea turtles and whales, her two-most favorite marine animals! -
Asri Puji Lestari
Marine Conservation Information Specialist
Asri Puji Lestari joined USAID SEA Project in May 2017. She has background in Biological science and graduated as Master of Ecological Studies from Kanazawa University Japan. She is responsible for collecting, verification dan use of MPA and Biodiversity Data. Before joining SEA Project, Asri worked as a scientist in environmental consultant and was exposed to environmental and socio-economic studies for about five years. She has passion in marine and diving is her hobby, Asri started working for SEA-Project because of her calling in marine conservation. In the mean time she also actively involved in conservation voluntary projects with International and National NGOs. She is inspired by Coral Reef, it is a very important structure and biota especially grow in tropical marine water and it is impacted the fisheries sustainability. Marine Protected Area is mostly working in protecting the coral reef ecosystem hotspots in Indonesia. -
Purwanto
Senior Sustainable Fisheries Advisor
Purwanto joined the USAID SEA Project in December 2016. He has experience as an Indonesian government official, serving for more than 30 years, in the areas of fisheries research, management and development. His expertise includes fish stock assessment, protection and rehabilitation; fisheries monitoring, evaluation, licensing and surveillance; fisheries infrastructure development; small-scale fishery empowerment; and involvement in the bilateral and multilateral cooperation in the field of fisheries research and management. He also has experience working in a number of international donor-funded projects, government-to-government projects, and projects of non-government organizations. He is member of the National Commission for Fisheries Resources Assessment for more than 10 years and was a member of the MMAF Commission for Marine and Fisheries Research and Development. Purwanto received a Ph.D. in fisheries economics from James Cook University (Australia). His favorite marine species is Diatomae because it is small but has big role in marine ecosystem. -
Irna Sari
Sustainable Fisheries Advisor
Irna Sari is a community development and fisheries management specialist with over 10 years of progressively responsible professional experience within the multilateral donor environment. Sari worked on community and economic development for rural livelihoods and smallholder fisheries, including taking into account the human, social, financial, physical, and natural capitals around the global fisheries value chain. She works at the micro and macro levels, collaborating on the business interests of the private sector and fishers alike within the global fisheries value chain and on global food supply governance issues including government regulations related to fishery business’ requirements. Sari holds a master’s in marine and Coastal Science and obtained her Ph.D. in International Development Studies from University of Technology Sydney, Australia. -
Ses Rini Mardiani
Sustainable Fisheries Specialist
Ses Rini Mardiani joined USAID SEA Project in March 2017. She provides technical advice on activities related to stock assessment and harvest strategy development. She has 10 years experiences working in fisheries and environment issues in field level as well as in local and national government. Her first experience working with fishers was back in 2005 in Sumbawa, NTB. She has her Bachelor degree on Fisheries Resource Management from Gadjah Mada University, Yogyakarta and Master Degree in Environmental Science from the University of Auckland, New Zealand. Rini likes traveling and do sight-seeing on her free time. When it comes to sea animals, her favorites are octopus and squid because they are so unique. -
Muhammad Ichsan
Sustainable Fisheries Coordinator
Ichsan started his career as a dive master and help establishing shark diving tourism in Morotai, North Maluku. He actively involves in marine conservation particularly in shark and ray with several NGOs. He graduated from Padjadjaran University in Marine Science and earned a Master degree in Conservation Biology from University of Queensland, Australia. Other than sharks, his interest is in small-scale fisheries and coastal community. He loves spending times traveling to remote places and explore local culinary. -
Irene Sahertian
Regional Fisheries Specialist
Irene H. Sahertian-Matakena joined USAID-SEA since 1 November 2017. Irene completed her bachelor's degree from Pattimura University in 1992 in Fisheries Department. She learned environmental management in both Tasmania University in Hobart for Masters degree, and continued to Flinders University in Adelaide for PhD. Irene has various experience in empowering coastal community in Maluku through various aspects including Fisheries, Marine Ecology, Marine Conservation, Community Empowerment, waste management, environmental education and gender. She has experience in liaison with broad relevant government department to support the local community welfare improvement. She has experience working with Indonesian government and with various level of agencies including the Environmental Study Center of Pattimura University, local NGO, Oxfam Australia and Environment Project funded by Uni Europe as researcher on turtle and dugong conservations. Irene is really keen to combat the danger of solid waste for marine life survival. -
Regitri Darmawan
Fisheries Database Officer
Regitri Darmawan or Egi was graduated from IPB University majoring in Marine Science and Technology. SEA Project is his first professional working experience, previously he was involved in several researches since he has knowledge in scientific research, data collection and statistical program. Apart from loving the ocean, he also loves diving, writing, reading and travelling. -
Christiana Yuni Kusmiati
Governance Advisor
Christiana Yuni Kusmiati has more than 15 years experiences as a policy and institutional strengthening specialist, policy researcher, academician and director of public policy center studies. She focuses her works on institutional, policy, and bureaucracy reform issues at national, and local government level in Indonesian decentralization system context, before and during the implementation of Law No. 23/2014 on Local Government. She has started her works on sustainable marine and fisheries management in Indonesia since 2012. -
Wen Wen
Marine Spatial Planning Technical Lead
Wen Wen received his bachelor degree in Geography from University of Indonesia in 2004 and master degree in IT for Natural Resource Management from University of Agriculture Bogor in 2008. After completion of his degree, he was appointed as GIS & Data Coordinator in Marine Program of The Nature Conservancy based in Bali and since 2012 he was then promoted as Associate of Marine Spatial Planner for Lesser Sunda Ecoregion Marine Project. In 2014, started to work as Marine Spatial Analyst consultant for Ministry of Marine Affairs and Fisheries and some projects with International NGO and private company. Started in March until September 2016, he was appointed as Senior Spatial Planner for Participatory Mapping Project (Pmap2) with Land Equity International – Australian Company. He joined USAID SEA Project as GIS/Spatial Planning Specialist in January 2016 and was promoted as Marine Spatial Planning Technical Lead a year later. His interests are focused on marine spatial planning, marine protected areas and integrated coastal management using decision support system tool, remote sensing and geographic information system. -
Ely Andrianita
Communication & Outreach Technical Lead
Ely Andrianita is a University of Indonesia undergraduate in Communications subject. As a team lead for communications and behavior change intervention, Ely is looking after communications, doing advocacy, outreaching and campaign concerting with 13 implementing partners. Under her lead, Ely is driving how the project can give real impact by reducing human destructive activities at sea, give respect to marine as protected zones for fishing and its widely known biodiversity. Ely names dolphin almost right away when asked about sea animals and names penguin afterward. For her, these two are equally intelligent and cute. -
Asril Djunaidi
Regional Technical Director
Asril Djunaidi is a Marine and Coastal Water Management focus on Marine Protected Areas management with over 12 years field experience. He began his carrier in conservation as a MPA leader in Kaimana MPA, West Papua and continue as Capacity Building Manager for MPA management at Conservation International Indonesia until November 2016. In 2004 he got his Master degree in Leisure, Tourism and Environment from Wageningen University. During his role as capacity building manager, he has been engaged with MMAF at National level to developed standard competency in managing MPA in Indonesia. Collaborating with NOAA, Asril developed series of training modules and curriculum for managing MPA such as MPA-101, Community Engagement, Facilitation Technique, Sustainable Tourism in MPA, Sustainable Fisheries in MPA, Law Enforcement and How to design your management plan of MPA. Since December 2017 he joined USAID-SEA Project as Regional Technical Director and based in Ambon. -
Christovel Rotinsulu
West Papua Program Coordinator
Chris Rotinsulu is a Marine and Coastal Ecosystem Management professional with over 20 years field experience involving in coastal resources management, marine conservation and ecosystem-based management. He began his professional carrier as a community organizer in 1997 for the Coastal Resources Management Project (CRMP), a USAID funded project in North Sulawesi, Indonesia. In 2004 he got his master’s degree in management of marine biodiversity from Genova University, Italy. Chris has management expertise in facilitating multi-stakeholder support in coastal and marine Ecosystem-based management, marine protected areas management, and integrated coastal zone management. Prior to joining USAID SEA in 2016, he served as the in-country coordinator for NOAA partnership with USAID Indonesia and Ministry of Marine Affairs and Fisheries. -
Rosita Tariola
Project Coordinator in Ternate
Rosita Tariola or commonly called Mona Joined USAID SEA Project in October 2018 as Project Coordinator in North Maluku and based in Ternate. Mona began her career working with a local NGO in Raja Ampat, West Papua, before joined Conservation International Indonesia in 2008 as a teacher for Kalabia Environmental Education Project. After that, she was an Outreach and communication officer for Dampier Strait MPA, Raja Ampat, and was a fellow of the Pride campaign capacity development program in collaboration with RARE, where a behavior change program was implemented for conservation using the social marketing method. In the same organization, she joined a capacity building team and has conducted many trainings with the local Government and local communities in several regions with focused on the Bird Head Seascape areas (Raja Ampat, Kaimana and Fakfak). She also provided assistance to the Raja Ampat BLUD UPTD. -
Christina Tampubolon
Finance Manager
Christina Tampubolon joined USAID SEA Project in June 2016 as Finance Manager. Her role is to support Project in Finance to Develop and maintain systems for program expenditure monitoring and Ensure the timeliness of financial reporting and responsiveness to specific donor requests on financial and compliance matters. She had her Bachelor degree in Accounting and Master degree from Trisakti University in Business Management. Christina has been working with Private Company since 2002 as Senior Accountant and started working as Finance and Administration Manager with INGOs, USAID and also with G to G Project since 2005 in the area of Health, Agriculture, Basic Education and Environment. Before joining USAID SEA Project, Christina has dedicated her experience mostly in Finance and Administration in several USAID Projects such as PCHC and IMACS. She also has some experiences in finance sector with INGOs such as Save the Children and Plan International and also involved in G to G project such as BAPPENAS with MCC and MCA . -
Puspa Wardani
HR and Administrative Manager
Puspa Kusuma Wardani officially joined USAID SEA Project in July 2017. Her role is to support the project to have HR and administration management system that is in line with the SEA Project policies and procedures. Prior to joining SEA Project, Puspa has contributed her experience and knowledge in UNODC and some foreign projects funded by World Bank, ADB and DFAT in the area of human resources, administration, procurement and finance. Puspa has a degree in Business Administration, English Literature and certification of human resource. Apart from spending her spare time with her cute adorable two children and a lovely husband, she also loves travelling, watching movies and concerts as well as hunting culinary. When it comes to a sea animal, Puspa will quickly name clown fish as she finds it cute, funny and smart. -
Juliana Lawalata
Regional Administrative Manager
Julia joined USAID SEA Project in August 2016 based in Ambon Regional Office. She started working in Admin and finance since 1977 when she lived in the Netherlands. After returning to Indonesia in 1980 she has been working in many projects in Maluku, Jakarta, Bogor, and Bali such as BirdlIfe International IP (Maluku FO & Bogor), UNFPA, AcF, UNDP,etc. She hopes that USAID SEA Project will benefit not only the Marine Resources but also the fishermen, and will give them the knowledge and skills they need in order for them to conserve and maintain the marine resources, and use it in a sustainable manner, here in the waters of Maluku, North Maluku and Papua for our children and their children. -

Senior Monitoring and Evaluation Specialist
Dame has 9 years of experience in monitoring and evaluation. She is an expert and professional practitioner in results measurement, impact assessment, monitoring and evaluation particularly using quantitative methods. She also has experiences in data management and quality assurance for a large database of beneficiaries of more than 120,000 records. She graduated in Master of International Strategy and Economics from University of St Andrews, UK, in 2009 and Bachelor of Mathematics majoring in Computational Mathematics. She is an avid reader and loves different kind of books; from children books to hard science fiction books. She also spends her weekend volunteering doing story telling to students as she believes that children can learn better. -
Muhamad Nour
Capacity Building Specialist
Muhamad Nour officially joined USAID SEA Project in December 2017. He has over 19 years working experience in development projects. He has been working on the projects of labor rights protection, counter trafficking, labor migration, domestic workers, and emergency aid and has worked previously with CARE International, UNICEF, Tifa Foundation, and ILO Jakarta. He is responsible for project’s capacity building activities, working both with government and NGO partners. Nour graduated from Mulawarman University Samarinda and hold master degree in business administration from Padjadjaran University Bandung. Nour loves traveling and fishing. -
Ii Rosna Tarmidji
Monitoring and Evaluation Specialist
Ii Rosna joined USAID SEA Project in September 2016 as a Regional M&E Specialist based in Ambon office. She started her career as an assistant researcher and researcher for a local NGO in climate change issues, especially related with adaptation to climate change. She then moved to Sorong, West Papua to join Conservation International Indonesia as a Marine Tourism Development Specialist. She assisted the Raja Ampat Tourism Office (as well as Kaimana Tourism Office) in introducing the tourism entrance fee system. With the same organization, she later-on joined the Capacity Building Team, and has trained local communities and government officials all over Indonesian on marine conservation issues. She is a yogi, a diver and an avid traveler. When she has to choose one marine creature, she thought about the Epaulette shark, shark that ‘walks’ on its fin. A beautiful rare creature that glides between the colorful reef at shallow water. Endemic shark that can only be found in a very few places including in Indonesia, especially Raja Ampat, Kaimana and Ternate. -
Santi Maulintania
Data Management Specialist
Santi Maulintania officially joined USAID SEA Project in January 2018. Santi has an Undergraduate and Master's Degree in Management. She has over 19 years of experience in Data Management, Information Systems and Information Technology. Prior to joining Tetra Tech SEA Project, Santi worked as a Data Manager at INA RESPOND (The Indonesia Research Partnership on Infectious Disease), Database Programmer at Australia’s Education Partnership with Indonesia: School System and Quality (SSQ) and at the Food and Agriculture Organization of the United Nations (FAO). Apart from that, Santi has experience working as an ICT Specialist at a USAID EMAS Project; Programmer Analyst at PFI3P (Poor Farmer Income Improvement Through Innovation Project); as well as at IAARD (Indonesian Agency for Agricultural Research and Development), an ADB project and ICT Officer at INDII (The Indonesia Infrastructure Initiative is an Australian Aid initiative managed by SMEC International Pty Ltd on behalf of the Australian Government). -

Gena has 8 years professional experience in sustainable development, corporate social responsibility, social research, and project management. She is also experienced in working with multi-stakeholders entities such as international and local NGOs, companies, government, indigenous community, youth and women forum. Gena gained her master degree at The Australian National University majoring applied anthropology and participatory development. Initially, she got her bachelor degree at The University of Indonesia majoring social welfare. -
Afandy Djauhari
Contract and Financial Management Specialist
Afandy Djauhari joined USAID SEA Project in July 2017. His role is to oversee the contracting mechanisms used by the USAID SEA Project for all its subcontractors that are contracted to assist in the implementation of the Project. Before joining USAID SEA, he was a technical specialist in finance and Accounting management for designing and conducting capacity building for Local NGOs in Jakarta , Aceh , Medan, Sulawesi, Kalimantan, Bali and Papua. He has more than years experience working with USAID-funded projects such as SFCG ; USAID-SERASI and USAID-Emitra. He also has experience as Finance controller specialist to manage the MCAI–project in Sulawesi, Kupang and Lombok. He has Bachelor Degree in Accounting at UPI YAI and took further advanced study in Accounting at ISPAS in Singapore and Master Degree for International Relation at LSPR London school. -
Melva Aritonang
Communications and Outreach Specialist
Melva Aritonang joined USAID SEA Project in February 2019. Melva has more than 15 years working experience in International Development Organisations and Humanitarian Organisations, contributes to wide range of national and regional level of program in various issues from Education, Health, Child Protection, Human Right, Water and Sanitation, Economic Development to Environment in a variety of roles but extremely passionate on social development, communications, public relations and knowledge management. Her main professional objective is to help the organisation to increase, sustain and enhance its image and reputation by creating, developing, implementing and evaluating an integrated communications strategy. She named Eagle Ray as her favorite marine species because it has a unique shape, the snout is like an eagle's beak. This pelagic fish also has a wide distribution and cruising from Papua to Sumatra, makes it difficult to find at one point. -
Anselmus L. Kaba Kahan
Behaviour Change Communications Specialist
Ansel main role is providing BCC technical expertise of the overall delivery, implementation and evaluation of communication and coordination plan as well as demand creation through awareness raising and advocacy. Ansel holds a bachelor degree of Communication and Media Studies from Faculty of Political and Social Sciences/FISIP at Atma Jaya University, Jogjakarta and took several certified courses in CEFIL III from USC SATUNAMA, Peace Journalism from WACC and Peace Building from BSP Kemala in 2000. Ansel has been working as adviser and consultant in various sectors of business and sustainable development project for Local Community and Government in Eastern part of Indonesia. Ansel’s community works related to Behavior Change includes but not limited to managing Asmat Program in 2005-2007 when he worked for Indo Pacific Asmat Program/IPCA (it is a Biology and Anthropology scientific consortium) in Asmat-Papua Province. He managed hygiene, water and sanitation program for community in Asmat and managed research of Asmat customary law for biology and anthropology study purposes. -

GIS Planning Coordinator
Ndaru Prasetiyo, a Diponegoro University undergraduate in Urban and Regional Planning, joined USAID Sustainable Ecosystems Advanced (USAID SEA) Project in April 2017. Ndaru is part of Marine Spatial Planning (MSP) Team and responsible for coordinating and supporting the development and implementation for marine spatial planning both at national and provincial level from technical aspect. Together with his team, Ndaru assists the MSP process and contribute to the development of MSP geoportal, an online system that provides relevant data and information on the MSP process across the region. He named Sea Snail as his favorite marine species because it is a protected species with unique shape and philosophy, Slow but Sure. -
Yuswandi
Information Technology Officer
Wandi has an undergraduate in IT with more than 12 years of work experience as IT staff at International NGO since Tsunami projects in Aceh. Prior to joining Tetra Tech SEA Project, Wandi worked as IT staff at Save the Children Aceh Program (AERA - Aceh Earthquake Relief Assistance Project), as Administrative/IT at USAID - Health Services Program (West Aceh & Aceh Jaya District Office), then back to Save the Children Aceh Program as IT staff. Then, he finally moved to Jakarta to work as Database Officer of Sponsorship Program at Save the Children International Indonesia Country Office Jakarta. -
Andi Wardana
Finance Officer
Andi officially joined USAID SEA Project in October 2016 as Finance Officer. Andi has experience working in a number of local NGOs, INGOs, and multi donor funds since 2004. Before joining JUSAID SEA project, he worked in Finance unit of Law and Justice project and poverty reduction project of DFAT in Jakarta and also for Tsunami emergency response program in Aceh for some years with International Multi Donor Funds. Andi has extensive background working with non-profit institutions to build internal and external Finance systems and procedures and has demonstrated skills in handling full set of finance/accounting, ranging from preparing and analyzing financial report and grants management. -
Adhis Dinastiar
Communications Officer
Graduated from Paramadina University majoring Media Studies in 2013, Adhis has worked on number of communication and outreach projects to address social issues in climate change, indigenous peoples, and literature in national and international level through multisector engagement and strong media relations. In 2014, she was joined with Indigenous Peoples Alliance of the Archipelago (AMAN) to support the advocacy and social campaign for the Recognition and Protection of Indigenous People’s Rights. Upon finishing her work with AMAN, she joined Indonesia Climate Change Trust Fund (ICCTF) which allowed her to strengthen her competencies in environmental communication. She is joining USAID SEA-Projects in 2018 to support promote the governance of fisheries, marine resources, and biological diversity in Indonesia. She likes to read, travel and experience new local dishes in her free time. -
Cherie Mailoa
Regional Finance Officer
Cherie Mailoa joined USAID SEA Project in 2017 and based in Ambon Regional Office. She has been working in the area of Finance & Administration for more than 20 years. Before joining USAID SEA Project, Cherie worked for Maluku Spice Council – Ambon, MDPI project in Ambon, National Democratic Institute and UNICEF Ambon. She was the field manager counterpart for International Medical Corps Ambon in 2002 until 2003. -
Emilia Damayanti
Procurement Officer
Emilia joined USAID SEA Project since July 2016 as Administrative and Procurement Officer and in July 2018, Emilia tasks were focus more on the Procurement aspect. Together with subcontract and procurement unit, Emilia is the focal point for procurement and assist the project to carry out a transparent, effective, and efficient procurement process for all material resources and services in accordance to USAID and Tetra Tech ARD regulations and requirements. -
Sientje Johana Manuhutu
Regional Administrative and Logistic Officer
Sientje has been working for USAID SEA Project since Mei 2017. She worked for WWF based in Manokwari from 1993 until 2006 as Finance and Admin officer. Then she worked for TNC based in Sorong from 2007 until 2014 as Administrative and Logistic Officer. She named shark as her favourite marine species, especially the "Kalabia" Shark or whitespotted bamboo shark because they can alter or effect where they choose to live, as well as their mobility methods, and they commonly rest on the bottom of the sea. -

Graphic Designer
Mochammad Topandi officially joined SEA Project in January 2018 as the Graphic Designer. Topan has more than 10 years of experience in graphic design and production, his last position at Pusat Kreatif Femina Group was as Senior Production Officer. He was graduated from Trisaksi University majoring in graphic design. In his spare time, he likes to do hiking, fishing, playing soccer and futsal with friends. He chooses akar bahar (Euplexaura Antiphates) as his favourite marine species. Many people know akar bahar as marine plant but it actually marine animal -
Irma Refliana
Administrative Officer
Irma joined USAID SEA Project in May 2017 as Administrative Assistant. Her current role is Administrative Officer. She has several experience working with International Development Projects. Before joining the USAID SEA Project, she worked as Administration and Travel Assistant for other USAID projects, and TBCARE KNCV (Royal Netherland Tuberculosis Association) projects for total of 6 years. After that she worked for PPTI Indonesia, a local NGO, for 2 years.

Finance Assistant
Khusnul Khotimah or Unul officially joined USAID SEA Project in February 2017 as Finance Assistant.
